Cyberpolice of Kazakhstan

The Department implements state policy in the field of countering cybercrime and protecting citizens' rights in the information space. We carry out the prevention, detection, and investigation of high-tech crimes, coordinating actions with international partners. Special attention is paid to the prevention of internet fraud and increasing the digital literacy of the population.

Department Regulations on Countering Cybercrime of the Ministry of Internal Affairs of the Republic of Kazakhstan

1. General Provisions:

1. The Department for Countering Cybercrime (hereinafter referred to as the Department) is a structural subdivision of the central apparatus of the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter the Ministry of Internal Affairs of the Republic of Kazakhstan), ensuring and carrying out within its competence the functions of the Ministry in developing and implementing state policy and legal regulation in accordance with the legislation of the Republic of Kazakhstan, orders and instructions of the Ministry of Internal Affairs, as well as international agreements on cooperation in the field of countering cybercrime.

2. The Department performs the functions of a unit of the Ministry in the field of combating crimes committed using (in the sphere of) information and communication technologies, as well as countering the dissemination of illegal information in the information and telecommunication network Internet.

3. The Department in its activities is guided by the Constitution of the Republic of Kazakhstan, laws, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan, regulatory legal acts of the Ministry of Internal Affairs of the Republic of Kazakhstan, other regulatory legal acts, as well as these Regulations.

4. The Department, in the established manner, interacts on issues of its activities with the units of the Ministry of Internal Affairs of the Republic of Kazakhstan, relevant units of law enforcement agencies and subjects of the Republic of Kazakhstan, other state and executive bodies, public associations and organizations, as well as in accordance with international treaties of the Republic of Kazakhstan with law enforcement agencies of foreign states and international police organizations.

5. To ensure its official activities, the Department uses the seal of the Ministry of Internal Affairs of the Republic of Kazakhstan with the image of the State Emblem of the Republic of Kazakhstan, has seals, stamps and forms necessary for carrying out its activities with its full and abbreviated name.

2. Tasks and Rights of the Department

6. Organization and participation in the formation of the main directions of state policy on countering cybercrime.

7. Ensuring the improvement of legal regulation on the activities of the Department.

8. Organization of prevention, detection, suppression and disclosure of cybercrimes, as well as the identification and establishment of persons preparing, committing or having committed them.

9. Organization of international cooperation on the activities of the Department.

10. Interaction with banks, telecom operators, providers and other organizations to block fraudulent schemes in the field of countering cybercrime.

11. Coordination of joint operations with law enforcement agencies, exchange of information on transnational cybercrimes and threats in foreign countries.

12. Preventive activities aimed at increasing digital literacy of the population, informing the public about ways to protect against Internet fraud and other forms of cyber threats.
